Peking University School of Transnational Law (STL), on PKU’s Shenzhen Graduate Campus, is the only law school in the world that combines an American-style Juris Doctor degree (J.D.) with a China law Juris Master degree (J.M.). Enrollment is limited to 110 students who will be divided into sections of 55 each.

WHAT

A detailed schedule will be forthcoming. Past SHP activities have included interactive J.D. and J.M. classes taught in English and Chinese by STL’s distinguished multinational faculty; moot court competitions; discussion sessions with current STL students and STL graduates; and visits to leading Shenzhen-based companies (e.g., Huawei; Tencent Industries) and important government and judicial offices (e.g., Hong Kong High Court; Legislative Council).

Application Requirements

  • Junior students from key universities in China (mostly universities among the 985 or 211 project); academic performance at a level recognized for distinction is expected;
  • Students from HK, Macau, Taiwan and abroad are welcome; non-Chinese citizen applicants must have a valid passport;
  • High English proficiency assessed through TOFEL, IELTS, GRE, CET 4/6, TEM 4/8, or similar English-language tests;
  • All undergraduate majors welcome.

Application Checklist

  • Resume or Curriculum Vitae;
  • Personal Statement;
  • Academic Records: Official transcripts from all undergraduate and graduate institutions, and official degree certificates (original or notarized documents with English translations if documents are not in English).
  • A copy of evidence of English Proficiency, or holds satisfactory TOEFL or IELTS score;
  • Non-Chinese citizen applicants should submit a copy of evidence of Chinese Proficiency or a sample of written work in Chinese;
  • A copy of passport or identification card.

Tuition and Scholarships

Tuition is 3000 RMB, which includes accommodation, insurance and Hong Kong visit expenses.

SHP students who enroll in STL’s full-time J.D./J.M. program in AY2020-21 will be awarded an “SHP Scholarship” of 3000 RMB during their first year.

SHP Certificates

At the conclusion of SHP, students will be presented with a personalized “Certificate of Completion” from STL recognizing their successful participation in SHP. SHP students wishing to apply to STL’s J.D./J.M. program for admission in 2020 will be asked to submit a personal essay following the conclusion of SHP. The essay will be afforded substantial weight in STL’s admissions process.

The European Approach to Legal Regulation of Hate Speech, Bjørnar Borvik, April 23

Abstract

The legal regulation of hate speech must balance conflicting human rights: Freedom of ex-pression is protected by Article 10 of the Council of Europe Convention for the Protection of Human Rights, while Article 4 of the UN Convention on the Elimination of All Forms of Ra-cial Discrimination entails an obligation to criminalize hate speech. In the lecture, the Stras-bourg Court’s approach to this clash between human rights will be outlined, as well as select-ed judgments on hate speech from the Norwegian Supreme Court. Emphasis is put on de-scribing the current legal situation, but major steps leading up the present situation will also be pinpointed, as they have a decisive impact on the overall balancing between the human rights involved.

About the Speaker

Bjørnar Borvik is Professor of Law at University of Bergen Faculty of Law, where he has taught since 2002 and served as Vice Dean for Education from 2014 to 2017. He received his PhD from University of Bergen in 2008. His research and teaching interests focus on constitutional law and human rights. He currently serves as the Director of Norwegian China Law Centre at the Faculty of Law, and is appointed by the Norwegian Parliament as Vice Chairman of Norwegian Priva-cy Appeals Board from 2017 to 2020. He has twice been temporarily appointed as Appellate Judge at Court of Appeal for Western Norway.

Shenzhen–A Dynamic City

Shenzhen is home to seven Fortune Global 500 companies — Huawei, China Merchants Group, Ping An Group, Tencent, Vanke, Amer International Group and Evergrande. It has attracted more than 200 of Fortune 500 companies to invest here.

  1. Program Structure

STL’s LL.M. for foreign students is a two year program; however the residency and credit requirements can be completed in one year. During the second year, students generally focus on writing their thesis and have the flexibility to remain on campus taking additional courses, perform field research, complete an internship or work. The curriculum of STL’s LL.M. program is designed to emphasize skills and knowledge for the 21st Century: (i) transnational law and practice; (ii) cross-cultural competence;(iii) the ability to contend with the complex legal and factual issues characteristic of advanced economies based on technological innovation and global financial service; and (iv) the professional responsibilities of lawyers in these contexts. Specialized offerings in Chinese legal history and law enable students to acquire a deep understanding of the cultural traditions and modern developments of China today.

LL.M. graduates are uniquely equipped for leadership in today’s inter-connected world, with deep knowledge and understanding of Chinese and Western law and legal traditions and with the practical skills necessary for cross-cultural success. The curriculum is the most diverse and extensive English-language coursework in China with more than 70 English-language courses covering a wide range of subjects, from international and comparative law to American law to Chinese law. Courses cover complex transnational business transactions and dispute resolution, as well as Chinese law, legal history and legal systems. Mandarin language courses focusing on language needed in legal practice are also available. LL.M. graduates from PKU STL will go on to distinguished careers in private sector, public sector, public interest legal work, and legal academia around the world.

To earn the LL.M. degree, candidates must:

  • have been in residence for at least three full academic quarters;
  • earn a minimum of 36 credits (approximately 12 courses, one of which includes a substantial research paper/thesis on a topic of their choice); and
  • have completed their studies with a minimum grade point average of 80 or better.

 

  1. How to Apply

Applicants ordinarily should have a first degree in law (e.g., J.D., J.M., or LL.B.) or otherwise be licensed to practice law in their home jurisdiction.

Applicants whose first language is not English or who did not have a postsecondary education entirely conducted in the English language must provide evidence of English proficiency. The Program requires a minimum score of 92 in TOEFL IBT, or 6.5 in IELTS with 7.0 in IELTS writing.

All documents must be submitted by March 31, 2019, 24:00pm, Beijing Standard Time. We recommend applying by March 1, 2019 to avoid the application fee and the rush of last minute applications.

Admission Decisions

The Admissions Committee will make decisions according to the applicants’ materials after approval by Peking University. Official admission letters will be sent out by June, 2019.

Accommodations and Services

Most international students choose to live on our beautiful campus and to enjoy the community, dining, and sports opportunities as well as the close proximity to the law school building. Single and double rooms are available on campus. Students may also choose to live off campus.

Tuition and Costs

The tuition fee for the STL LL.M. program is 176,000 RMB for the entire two year program. The cost of living is relatively low. For example, the current annual cost for a single room with private bathroom and small balcony is 12,000 RMB.

Scholarships

STL is committed to making the program accessible for qualified candidates, and there are a limited number of international fellowships available. Applicants are also encouraged to consider scholarships for which they are qualified.

STL’s 10th Anniversary

China’s State Council authorized the creation of China’s first common law Juris Doctor curriculum in 2007. The following year, Peking University School of Transnational Law (STL) was founded and admitted its first students. By ten years’ development, STL becomes the only law school in the world that combines an American-style Juris Doctor degree (J.D.) with a China law Juris Master degree (J.M.). STL provides an academically rigorous, bilingual four-year program of legal education that prepares students for the mixture of common law, civil law, and Chinese legal traditions increasingly characteristic of the global economy. Although STL is still young, with only seven graduating classes to date, it already has captured the attention of the world’s leading law firms, companies, government offices, NGOs and universities. STL Celebrating its 10th Anniversary

On April 13, STL community celebrated its 10th anniversary with an alumni weekend. To mark this milestone, STL has launched a months-long series of lectures and forums that culminated in this alumni conference. During the event, STL graduates, students and faculty heard from STL’s founding members along with many esteemed members of China’s legal community.

In his welcoming remarks, incumbent Dean McConnaughay recalled a conversation he had with STL’s founding Dean, Jeffrey Lehman where Dean Lehman had insisted that no law school in the world was going to have greater impact than STL, not just on the development of the legal profession in China, but on the legal profession and, even more, on legal education worldwide. Dean McConnaughay reflected on how, at the time, those words were an inspiring vision. But today, as STL’s impact continues to grow, they are an inspiring reality.

The incumbent Dean of Peking University HSBC Business School, Hai Wen, was the the first to conceive of the idea that has become STL today. He recalled how the initial idea of creating STL as an experiment in legal education back in 2008 has confronted many doubts. Now law faculties in China, Europe, the United States, Russia and elsewhere continually seek more information about STL and its innovative program. Moreover, STL graduates now hold leading positions with world-leading law firms, multinational corporations, elite government office and NGOs.

Founding Dean and current Executive Vice Chancellor of NYU’s Shanghai campus, Jeffery Lehman focused on the significance of the rule of law in a country and in human beings affirming that the success that STL has achieved was a result of a combination of innovation, boldness and dedication. He believed that STL would continue to carry out its missions and make greater progress in the next decade.

Vice Dean Emeritus Stephen Yandle added that STL is not only a dream, but also a dream that has come true while STL Professor Mark Feldman talked about the “STL generation”. STL reflects larger trends in legal education, which have developed alongside greater global connectivity. Just as people no longer use landlines or compact discs, a legal education that fails to look beyond one’s own borders is no longer accepted. Additionally, professor Mao described STL as “unique”: unique legal education program, unique curriculums and unique teaching methods. STL has attached great importance to education and the development of its students and as such is becoming a utopia for legal education, attracting worldwide faculties and students.

Also among the speakers was Deputy Presiding Judge of The First Circuit Court of the Supreme People’s Court, Zhang Yongjian. Judge Zhang expressed his great wishes to STL. He has witnessed some STL students doing internships with The First Circuit Court of the Supreme People’s Court and was impressed by their working performance. He believed there should be further cooperation with STL. Subsequently, STL signed a Memorandum of Understanding with The First Circuit Court of The Supreme People’s Court and agreed on several major areas for cooperation, including internship, academic exchanges and research.

There is no question that the impact that was envisioned a decade ago has been slowly but surely unfolding. More critically, there is no telling where the ripple effects of the creation of STL will end. As STL celebrates its 10th anniversary, all indicators seem to confirm that the creation of STL will surely go down in history as a legendary transformative moment in legal education.

STL’s four year J.D. and J.M. dual degree program is rich in cutting-edge courses designed to equip STL graduates of all nationalities for law practice and leadership in advanced economies based on technological innovation, global financial services, and internationalization. Application Prerequisites

  1. Applicants must be non-Chinese citizens with a valid passport, and have attained a bachelor’s degree.
  2. Applicants whose first language is not English must provide evidence of English proficiency—TOFEL or IELTS scores.
  3. Applicants must take the LSAT or GRE before March 2019.

Application Procedures

All application materials must be submitted by March 31, 2019, 24:00pm, Beijing Standard Time. We recommend applying by March 1, 2019 to avoid the application fee and the rush of last minute applications.

  1. Please apply online using the PKU portal (http://www.studyatpku.com/member/login.do). After you successfully complete your application you will receive a confirmation report. Please print a copy of the report for your records. You will need to provide a copy of this report when you submit your hard copy application.
  2. In addition to the online application, please send all application materials to admission@stl.pku.edu.cn. Please include a copy of the confirmation report mentioned immediately above in #1.

Application Checklist

Applicants must submit the materials listed below. Applications will only be reviewed after all materials are received. All documents should be prepared in English. If the documents are not in English, they must be accompanied by a notarized English translation.

  1. Peking University School of Transnational Law Application Form (download form from PKU portal, complete and sign).
  2. Personal statement. Please explain your reasons for pursuing a J.D. and J.M. degree at STL and why you believe STL’s program will advance your professional goals (no more than 1200 words, please).
  3. Academic Records. Official transcripts from all undergraduate and graduate institutions, and official degree certificates (original or notarized documents with English translations if documents are not in English).
  4. Resume or Curriculum Vitae.
  5. Letters of Recommendation. At least two signed letters of recommendation from professors, employers, or others familiar with your academic and professional qualifications.
  6. Proof of English Competency. Copy of results of TOEFL or IELTS.  Alternatively, you may attest that English is your native language or that you attended university and received your received your undergraduate degree in an English speaking country.
  7. A copy of LSAT or GRE score.
  8. Proof of Chinese-language competency sufficient for graduate-level academic work if also applying for STL’s China law Juris Master program.
  9. Copy of passport or identification card.

Application Fee

The application fee is 800 RMB. Please note that the fee is waived for applications received by March 1, 2019.

Deadline for Application

The deadline to apply for AY2019-20 admission to STL is March 31, 2019.

Interview

The Admissions Committee will review each application and decide whether to invite the applicant to interview with the Committee. Interviews typically occur in person in Shenzhen, but the Committee has arranged video interviews for students unable to travel to China.

Admission Decisions

The Admissions Committee will make decisions on a rolling basis.

Accommodations and Services

Most international students choose to live on Peking University’s modern and attractive graduate school campus, which permits convenient access to the many on-campus community, dining, and sports opportunities, as well as close proximity to the STL Building and mass transportation serving the entire city and region. Single and double rooms are available in graduate student housing.  Students may also choose to live off campus.

Tuition and Costs

The tuition fee for STL’s J.D. and J.M. degree is 120,000 RMB per year. The cost of living on campus is low in comparison to top university programs outside of China. For example, the current annual cost for a single room with private bathroom and small balcony is 12,000 RMB.

北京大学国际法学院根据《北京大学2018年硕士研究生招生复试基本分数线》和《北京大学2018年硕士研究生招生复试与录取工作有关规定》,发布2018年研究生入学考试复试通知。本通知所附名单中的考生可参加复试,请具备复试资格的考生按以下规定进行资格审查和参加复试,国际法学院不再另行发放复试通知书。

一、北京大学国际法学院复试分数线

北京大学国际法学院在北京大学的指导和监督下,根据教育部《2018年全国硕士研究生招生工作管理规定》,结合招生计划和生源情况,本着择优录取和宁缺毋滥的选拔原则,确定2018年招生复试分数线如下:

三、资格审查

  1. 根据《北京大学2018年硕士研究生招生复试与录取工作有关规定》,院系在复试前应对考生的居民身份证、学历证书(以报名时现场确认截止日期前所获得的文凭为准)、学历(学籍)认证报告、学生证等报名材料原件及考生资格进行严格审查,对不符合规定者,不予复试。请参加复试的考生在报到时提供以下资料:

(1)《报考攻读硕士学位研究生登记表》。登录“北京大学研究生招生网”打印(网址: https://admission.pku.edu.cn); 登录规则:用户账号为“bd2018”+报名号(北京大学报名点);“wd2018”+报名号(非北京大学报名点)。用户初始密码为考生本人出生日期的8 位数字。例如:用户账号bd2018110112345; 用户密码19801001。考生登录后点击右侧“网上报名”按钮,在项目列表中选择“硕士研究生招生”,点击左侧的“复试相关表格”即可下载到本地后再打印。

  1. 法律硕士(法本)考生请于3月15日之前提交一份有代表性的专业相关文章至admission@stl.pku.edu.cn(无须曾经发表,可以基于毕业论文、课程论文、案例分析报告、读书报告等修改而成),篇幅限制在5000-10000字。
  2. 同等学力考生还须提供在国家核心期刊上发表的两篇学术论文的原件(学科不限)。
  3. 不符合报考条件的考生,将不予录取,相关后果由考生本人承担。
  4. 考生应对提交全部报考材料的真实性和准确性负责。对于申报虚假或不准确的材料及其它违反考试纪律的行为,我校将取消其复试资格;如已取得入学资格或学籍,我校将按教育部《国家教育考试违规处理办法》取消其入学资格或学籍。
  5. 未到我校参加复试者,视为自动放弃复试和录取资格。

四、具体复试安排

  1. 复试方式:面试和LSAT-STL考试;
  2. 复试内容:复试主要使用语言为英语,主要考察学生的表达能力、思维能力及对法律职业的认识及法律职业素质的体现;
  3. 复试时间要求:请考生按复试时间提前30分钟到达复试准备教室;
  4. 面试具体程序:复试学生轮流面试,每次一人。

五、录取

  1. 复试成绩采用百分制记分,60分为合格。复试成绩不合格的考生不予录取。
  2. 复试合格的考生,按照初试和复试后的总成绩名次依次录取。初试成绩和复试成绩各占总成绩的50%。复试部分,面试成绩占比80%,LSAT笔试成绩占比20%。考生总成绩=初试各门总成绩/5×50%+复试成绩(面试成绩×80%+LSAT成绩×20%)×50%。
  3. 2018年法律硕士研究生拟录取名单,经学校有关部门批准后,将在我院网站上进行公示。
  4. 调剂录取:对于达到当年教育部规定的全国复试分数线、但不能参加我院复试者,或参加我院复试后不能被录取者,可以向外院校调剂。
  5. 录取通知书:按照教育部文件要求,北京大学拟定于6月中上旬发送录取通知书。
  6. 体检:体检在入学时统一进行。体检合格者,方可进行北京大学学籍注册;不合格者,可申请保留入学资格一年。若保留期满体检仍不合格,则取消其入学资格。

Peking University School of Transnational Law (STL) is the only law school in the world that combines an American-style Juris Doctor degree (J.D.) with a China law Juris Master degree (J.M.). Shenzhen–A Dynamic City

STL is located in Shenzhen, renowned as China’s “Silicon Valley” and one of the world’s leading centers of innovation and finance. Just forty years ago, Shenzhen was a small agricultural and fishing village. Its transformation began in 1980, when Deng Xiaoping declared the city China’s first “Special Economic Zone,” intended to lead the “opening” of China to the West. Between 1980 and 2016, Shenzhen’s GDP in real terms grew at an average annual rate of 22 percent, the highest in China, and the city transformed from an economy based on agriculture to one based on manufacturing, and then from manufacturing to one based on technological innovation and services. Today, Shenzhen’s population is approaching 20 million, and it is home to such world leading technology giants as Tencent, Huawei, DJI Drones, BGI, BYD and ZTE.

Shenzhen is Hong Kong’s closest Mainland neighbor, only minutes to the north. Both are located at the mouth of China’s Pearl River Delta, where the Pearl River empties into the Shenzhen Bay and the South China Sea. The World Bank recognizes the Pearl River Delta as the world’s largest and most populous single metropolitan area, an evolving “Megacity” expected to reach a population of 80 million as a result of the most rapid urbanization in human history.

Shenzhen also serves as a principal gateway for China’ s “Belt and Road Initiative,” which reflects China’s plan for deeper economic engagement with nations to its west – essentially all of Central, South and Southeast Asia, Eurasia and East Africa. The Initiative includes a China-led USD $1.3 trillion investment in an infrastructure of roads, high-speed rail, telecommunications, pipelines and ports interconnecting China with all of Central, South and Southeast Asia, Eurasia and East Africa. The Belt and Road Initiative has been called the “new face of globalisation.”
