Peking University School of Transnational Law (“STL”), on PKU’s Shenzhen Graduate Campus, is the only law school in the world that combines an American-style Juris Doctor degree (J.D.) with a China law Juris Master degree (J.M.).  STL provides an academically rigorous, bilingual four-year program of legal education that prepares students for the mixture of common law, civil law, and Chinese legal traditions increasingly characteristic of the global economy.

The STL Summer Honors Program is designed for students who wish to learn more about the law school experience and knowledge on both Chinese Law and American law. It provides opportunities for International students and Chinese students to work together.  The program brings students to experience American law J.D. class which will be conducted in English and Chinese law J.M. class which will conducted in Chinese.

Other activities will include moot court competition, visiting transnational enterprise and government legal institutions, such as Huawei, HK High Court, and Legislation Council. A large portion of the SHP participants will choose to study STL’s full time J.D. and J.M. dual degree program from the coming year.

The 2017 STL Summer Honors Program will be held in Shenzhen and Hong Kong from July 29 to August 5, 2017. The application period is open now until June 16 (Beijing time).

Application Prerequisites

  1. Non-Chinese citizen applicant must have a valid passport, and have attained a bachelor’s degree or is an upper level college student.
  2. Applicants whose first language is not English, must provide evidence of English proficiency—TOFEL or IELTS scores. Non-Chinese citizen applicants are also expected to provide evidence of Chinese proficiency- HSK score or a sample of written work in Chinese.

  1. Academic Records: Official transcripts from all undergraduate and graduate institutions, and official degree certificates (original or notarized documents with English translations if documents are not in English).
  2. A copy of evidence of English Proficiency, or holds satisfactory TOEFL or IELTS score;
  3. A copy of evidence of Chinese Proficiency or a sample of written work in Chinese;

Application Deadline

The deadline for application is June 16, 2017. All application materials should reach the program office before the deadline.

Expenses and Fees

The total expenses and fees is 3000 RMB, including study, dining and living expenses at Peking University School of Transnational Law, as well as the transportation between Shenzhen and Hong Kong.

The Program Admissions Committee will make decisions according to the applicants’ materials. If the applicant is admitted to STL summer honors program, the admission office will inform the applicant to wire the expenses and fees to PKU Shenzhen bank account.

Certificates

Applicants finished all the classes and activities of STL Summer Honors Program will be awarded a certificate to prove the program participation. The certificate can be a favor reference for the 2017 full time degree program admission.

北京大学国际法学院创立于2008年,是中国大陆首个将美国法律培养模式(J.D.)和我国传统的法律硕士培养模式(J.M.)相结合培养法律人才的法学院。学院致力于在全球化时代为中国培养具有国际视野和全球竞争力的跨国法律人才。学院创院院长为世界著名的法律教育界领军人物、美国康奈尔大学原校长、2011年中国政府“友谊奖”获得者Jeffrey Lehman教授。现任院长Philip McConnaughay教授为美国宾夕法尼亚州立大学原法学院院长,曾任国际律师事务所Morrison & Foerster合伙人。

国际法学院招收的法律硕士包括非法学和法学两个领域,培养方式均为全日制学习。其中法律硕士(非法学)领域计划招生80名,含拟接收推荐免试生约46名;法律硕士(法学)领域计划招生30名,含拟接收推荐免试生约17名。两个领域的应试生招生人数以招生计划减去实际接收的推荐免试生人数为准。

 

一、推荐免试

按照教育部研究生招生工作的有关规定,北京大学通过推荐免试方式接收全国优秀应届本科毕业生攻读硕士学位研究生。申请者请按照《北京大学2017年硕士研究生招生简章(校本部)》的要求,申请攻读我校法律硕士(非法学、法学)专业学位研究生。

 

二、普通招考

(一)报考条件

1、中华人民共和国公民;

2、拥护中国共产党的领导,品德良好,遵纪守法;

3、身体健康状况符合国家和我校规定的体检要求;

4、考生的学业水平必须符合下列条件之一:

(1)国家承认学历的应届本科毕业生(含普通高校、成人高校、普通高校举办的成人高等学历教育应届本科毕业生)及自学考试和网络教育届时可毕业本科生,录取当年9月1日前须取得国家承认的本科毕业证书。

(2)具有国家承认的大学本科毕业学历的人员。

(3)获得国家承认的高职高专毕业学历后满2年(从毕业后到录取当年9月1日)或2年以上,达到与大学本科毕业生同等学力的人员(只能以同等学力身份报考)。

(4)国家承认学历的本科结业生,按本科毕业生同等学力身份报考。

(5) 已获硕士、博士学位的人员。在校研究生报考须在报名前征得所在培养单位同意。

5、报名参加法律(非法学)专业学位硕士研究生招生考试的人员,之前所学专业为非法学专业(普通高等学校本科专业目录法学门类中的法学类专业[代码为0301]毕业生、专科层次法学类毕业生和自学考试形式的法学类毕业生等不得报考)。

报名参加法律(法学)专业学位硕士研究生招生考试的人员,之前所学专业为法学专业(仅普通高等学校本科专业目录法学门类中的法学类专业[代码为0301]毕业生、专科层次法学类毕业生和自学考试形式的法学类毕业生等可以报考)。

6、以同等学力身份报考的考生,须在国家核心期刊上发表一篇以上学术论文(署名前2位),不限学科专业。

(二)报名

1、考生报名前须仔细核对本人是否符合报考条件,报考考生的资格审查将在复试阶段进行,凡不符合报考条件的考生将不予录取,相关后果由考生本人承担。

2、 报考我校的考生均须在中国研究生招生信息网上报名(网址:http://yz.chsi.com.cn/),报名时间按教育部统一规定,逾期不再补报,也不得再修改报名信息。

3、报名考试费按照北京教育考试院的规定收取。

(三)入学考试

入学考试分初试和复试。初试方式为笔试,初试时间按国家教育部统一规定进行,国际法学院的法律硕士(非法学、法学)专业初试科目如下:

1、法律硕士(非法学)专业:

  • 思想政治理论
  • 英语一
  • 法硕联考专业基础(非法学)
  • 法硕联考综合(非法学)

2、法律硕士(法学)专业:

  • 思想政治理论

(四)资格审查与复试

1、初试成绩达到北京大学国际法学院复试分数线的考生,我校将在复试前对其进行严格的资格审查,届时请提交考生报名表、本科正式成绩单、学历学位证书原件和复印件(应届生出示学生证)等证明材料。

2、差额复试的时间为3月中下旬。国际法学院将采取LSAT-STL考试(笔试)和面试两者相兼的方式进行差额复试,以进一步考察学生的专业基础、综合分析能力、解决实际问题的能力等。复试人数一般为招生规模的120%左右。

3、LSAT-STL考试作为复试的一部分,要求所有报考我院考生(含推荐免试生)都必须参加,其考试成绩将折算后计入考生的复试成绩,具体考试时间、地点以及报名方法另行通知。考生也可选择于2017年3月之前自行参加标准LSAT考试并向我院提供成绩。

4、在国际法学院组织的复试中,还将对考生进行外语听力测试,听力测试的语种统一为英语。

5、资格审查和复试的具体要求详见复试通知。

6、参加复试考生需缴纳复试费,复试费标准按北京教育考试院规定执行。

(五)录取

考生总成绩包括三个部分,即初试成绩、复试成绩和英语听力成绩。初试成绩约占50%,复试成绩约占50%,英语听力成绩按3分制换算后单独计入总成绩。具体初试、复试成绩所占权重根据生源状况在复试前确定。

复试成绩不及格者不予录取。复试成绩及格者我校将根据考生的总成绩择优录取。

 

三、培养模式

法律硕士(非法学)专业学位研究生的学习年限为4年,法律硕士(法学)专业学位研究生的学习年限为3年。全部法律硕士研究生均为全日制学习,实行学分制。

J.D培养模式为全英文授课,中国法课程为中文授课。在北京大学深圳研究生院全日制培养。

 

四、学历与学位

学生在规定学习年限之内,完成教学计划规定的课程和专业实习,成绩合格,修满学分,完成硕士学位论文并通过北京大学组织的学位论文答辩,经校长批准,颁发注明学习方式的北京大学硕士研究生毕业证书;经校学位评定委员会审查批准,授予北京大学法律硕士专业学位,颁发北京大学法律硕士学位证书,以及北京大学的英文学位(Juris Doctor)证明。

 

五、学费

法律硕士(非法学)研究生的学费总额为24万元;法律硕士(法学)研究生的学费总额为18万元。学生可以分期交纳学费,即在新生入学报到及每学期开学注册时分别交纳3万元,届时未交纳或未足额交纳学费者,将不予办理入学、注册和毕业等手续。

 

六、国家助学金、专项奖学金和助学贷款

北京大学将根据国家相关规定向符合条件的学生发放国家助学金,具体发放金额及形式视当年国家政策而定。

国际法学院设置不同等级专项奖学金,奖学金主要由学生的学习背景材料及LSAT考试成绩评定,具体评定细则及发放办法另行通知。

家庭经济困难的学生,可在完成新生入学报到注册手续、取得学籍后申请商业助学贷款和国家助学贷款。

 

七、住宿

学生宿舍位于深圳市大学城学生公寓内,住宿条件为三人或四人住一室,费用自理。

 

八、体检

体检在新生入学时统一到学校指定医院进行,具体时间另行通知。体检标准按照学校有关规定执行。

 

九、转档和就业派遣

已被录取的“转档”硕士研究生,应在入学前将档案、户口和人事关系转入学校,入学后学校不再办理“转档”手续。“不转档”硕士研究生,档案、户口和人事关系不转入学校,不参加学校奖学金的评定,学校不安排住宿、公费医疗和就业派遣。

“少数民族高层次骨干人才计划”研究生均为定向培养研究生。非在职研究生的人事档案应转入学校,在职研究生的人事档案应由定向单位负责管理。

 

十、监督管理与违纪处理

1、研究生招生办公室与学校有关部门全程监督各院系的研究生招生情况,及时公布院系接受考生申诉的途径和联系方式,并保证各级投诉、申诉渠道畅通,对有关问题按照规定及时处理。

2、考生出现申报虚假材料、考试作弊及其它违反考试纪律的行为时,我校将通知其所在单位,并按教育部《国家教育考试违规处理办法》进行严肃处理。

3、若发现考生伪造证件,我校将通知公安机关并配合公安机关暂扣相关证件。

4、若如有直系亲属或者利害关系人报考当年研究生的有关人员,应予以回避。

Program Structure

STL’s four year J.D. and J.M. dual degree program is rich in courses emphasizing transnational law and practice, Chinese and Western law and legal traditions, and other cutting-edge courses designed to equip STL graduates of all nationalities for law practice and leadership in advanced economies based on technological innovation, global financial services, and internationalization.  The J.D. courses are taught in English and the China law J.M. courses are taught in Chinese. International students have the option to pursue the J.D. program only and graduate within three years.

  2. Personal statement: A personal statement explaining the applicant’s reasons for pursuing a J.D. and J.M. degree and how the degree will help advance their plans and goals. (700 to 1000 words)

Accommodations and Services

Most international students choose to live on Peking University’s modern and attractive graduate school campus, which permits students to easily enjoy the on campus community, dining, and sports opportunities, as well as the close proximity to the STL law school building. Single and double rooms are available on campus. Students may also choose to live off campus.

Tuition and Costs

The tuition fee for the STL J.D. and J.M. degree is 120,000 RMB per year. Cost of living is relatively low. For example, the current annual cost for a single room with private bathroom and small balcony is 12,000RMB. Applicants are also encouraged to consider scholarships for which they are qualified.

STL’s LL.M. program for foreign students consists of one year of full-time study, with an option of a second year. The second year option appeals to students who want to spread out courses and/or do internships. The curriculum of STL’s LL.M. program is designed to emphasize skills and knowledge for the 21st Century: (i) transnational law and practice; (ii) cross-cultural competence; (iii) the ability to contend with the complex legal and factual issue characteristic of advanced economies based on technological innovation and global financial service; and (iv) the professional responsibilities of lawyers in these contexts. Specialized offerings in Chinese legal history and law enable students to acquire a deep understanding of the cultural traditions and modern developments of China today.

LL.M. graduates are uniquely equipped for leadership in today’s inter-connected world, with deep knowledge and understanding of Chinese and Western law and legal traditions and with the practical skills necessary for cross-cultural success. The curriculum is the most diverse and extensive English- language coursework in China with more than 70 English-language courses covering a wide range of subjects, from international and comparative law to American law to Chinese law; courses cover complex transnational business transactions and dispute resolution, and as well as China law, legal system and legal history. Mandarin language courses focusing on language needed in legal practice are also available. LL.M. graduates from PKU STL will go on to distinguished careers in private sector, public sector, public interest legal work, and legal academia around the world.

To earn the LL.M. degree, candidates must:

  • have been in residence for at least three full academic quarters;
  • earn a minimum of 36 credits (approximately 12 courses, one of which includes a substantial research paper/thesis on a topic of their choice); and
  • have completed their studies with a minimum grade point average of 80 or better.

How to Apply

Applicants ordinarily should have a first degree in law (e.g., J.D., J.M., or LL.B.) or otherwise be licensed to practice law in their home jurisdiction.

Applicants whose first language is not English or who did not have a postsecondary education entirely conducted in the English language must provide evidence of English proficiency. The Program requires a minimum score of 92 in TOEFL IBT, or 6.5 in IELTS with 7.0 in IELTS writing.

Application Checklist

Applicants must submit the materials listed below. Applications will only be reviewed after all materials are received. All documents should be written in English. If the documents are not in English, they must be accompanied by a notarized English translation.

  1. Peking University School of Transnational Law Application Form.
  2. Personal statement: A personal statement explaining the applicant’s reasons for pursuing an LL.M. degree and how the degree will help advance their plans and goals. (700 to 1000 words)
  3. Academic Records: Official transcripts from all undergraduate and graduate institutions, and official degree certificates (original or notarized documents with English translations if documents are not in English).
  4. Resume or Curriculum Vitae
  5. Letters of Recommendation: At least two signed letters of recommendation from professors, employers, or others familiar with the applicant’s academic and professional qualifications. (original)
  6. Proof of English Competency: One photocopy of results of TOEFL or IELTS examination (unless the applicant is a native English speaker or has a degree from a postsecondary institution entirely conducted in the English language).
  7. Copy of passport, or identification card.

Please note: all the Application Materials must be received before the March 31, 2017.

Application Fee

Amount: 800 RMB. (Please note that the fee is waived for applications received by March 1, 2017)

Deadline for Application

The deadline for application is March 31, 2017. All application materials should reach the program office before the deadline.

Admission Decisions

The Admissions Committee will make decisions according to the applicants’ materials after approved by Peking University. Official admission letter will be sent out by June, 2016.

Accommodations and Services

Most international students choose to live on our beautiful campus and to enjoy the community, dining, and sports opportunities as well as the close proximity to the law school building. Single and double rooms are available on campus. Students may also choose to live off campus.

Tuition and Costs

The tuition fee for the STL LL.M. program is 176,000 RMB regardless if you attend for one or two years. Cost of living is relatively low. For example, the current annual cost for a single room with private bathroom and small balcony is 12,000RMB. STL is committed to making the program accessible for qualified candidates and there are a limited number of international fellowships available. Applicants are also encouraged to consider scholarships for which they are qualified.
