China National Intellectual Property Administration and Peking University Partner to Establish International Intellectual Property Academy


On October 29, the China National Intellectual Property Administration (CNIPA) and Peking University (PKU) held a working meeting in Beijing to advance the joint establishment of the International Intellectual Property Academy. Shen Changyu, Party Secretary and Commissioner of CNIPA and an academician of the Chinese Academy of Sciences, and He Guangcai, Party Secretary of Peking University, attended and delivered remarks.

The cooperation agreement was signed by Zhang Zhicheng, Member of the Party Leadership Group and Deputy Commissioner of CNIPA, and Zhang Jin, Standing Committee Member of Peking University’s Party Committee, Executive Vice President, Chancellor of Peking University Shenzhen Graduate School, and an academician of the Chinese Academy of Sciences. The meeting was hosted by Piao Shilong, Vice President of Peking University and academician of the Chinese Academy of Sciences. Luo Yude, Deputy Secretary-General of the Shenzhen Municipal Government, also attended.

Commissioner Shen noted that the partnership marks a major step toward implementing national strategies for education, science, and talent development. He emphasized that the new academy will integrate Peking University’s strong foundation in legal education and research with Shenzhen’s innovation ecosystem to create an international, practice-oriented platform for intellectual property (IP) education and talent cultivation.

Party Secretary He underlined that Peking University is committed to aligning academic innovation with national priorities. He expressed confidence that the new academy will become a center of excellence for high-level IP education, frontier research, and global collaboration—contributing to China’s modernization and talent development goals.

According to the agreement, the International Intellectual Property Academy will be established at Peking University School of Transnational Law (STL). It will focus on talent training, academic research, faculty exchange, and international cooperation, with the goal of building a world-class platform that integrates education, research, and policy studies.

This initiative will also support China’s national IP development strategy and strengthen the talent ecosystem of the Guangdong-Hong Kong-Macao Greater Bay Area.

Officials from CNIPA, the Shenzhen Municipal Government, Peking University’s main campus, and the Shenzhen Graduate School attended the meeting.
