Bill Fox

Professor of Law

Bill Fox is an internationally recognized scholar and practicing lawyer in administrative law, civil procedure, energy law, international business transactions and veteran’s law. Professor Fox began teaching law in 1973 at Boston University Law School, continued at Indiana University and between 1975 and 2006 was a member of the full-time faculty of Columbus School of Law, The Catholic University of America, Washington, D.C. He is the former Dean of the Catholic University Columbus School of Law in Washington, DC, and served two terms as the Associate Dean for Academic Affairs from 2003-2005. As a Professor of Law for more than 30 years, he taught courses in Administrative Law, Civil Procedure, International Commercial Transactions and Energy Law. His research and teaching interests have resulted in lectures and presentations all over the world. As a practicing attorney, he has handled administrative proceedings, corporate law matters, criminal defense cases, pro bono veteran’s cases and appellate litigation matters. In 2003, he won a landmark case before the U.S. Court of Appeals for the Federal Circuit that impacted all Federal Administrative Law Judges in the United States (Meeker v. MSPB, 319 F.3d 1368 (Fed. Cir., 2003). His publications include: Understanding Administrative Law (4th edition), International Commercial Agreements (3d edition), The Law of Veterans Benefits: Judicial Interpretation (3d edition), and Federal Regulation of Energy. He has authored numerous articles. He is a Member of the District of Columbia Bar, the State Bar of New Mexico, the Supreme Court of the United States and several other federal courts. He is a graduate of the Harvard School of Law (LL.M. 1974), Catholic University Columbus School of Law (J.D. 1972), and George Washington University (B.A. 1969). He served in the United States Army infantry from 1961 to 1965 including service in Southeast Asia.
