  • Ray earned his J.D. from the University of Washington School of Law, where he excelled as a senior editor of the Washington International Law Review and participated in the Technology & Public Policy Clinic. During the 2019 Washington legislative session, he helped propose legislation to protect the legal status of electronic records on distributed ledgers. Ray also holds an LL.M. in Taxation from NYU Law and has experience in M&A, taxation, technology transactions, and US IPOs from his time at Harris Bricken in Seattle, DLA Piper and Herbert Smith Freehills in Hong Kong. Ray's research interests encompass tax and technology policy.
