Interim Dean
Mark Feldman is Interim Dean at Peking University School of Transnational Law. He joined STL as Assistant Professor of Law in 2011. He has taught more than 1000, and served as thesis advisor for more than 100, STL students. His articles have been cited in more than 300 publications, including reports by the OECD, UNCTAD, RIETI, the World Economic Forum, the European Parliament, the International Bar Association, and the US-China Economic and Security Review Commission. He has presented at more than 20 universities and in more than a dozen countries. Prior to joining STL, he served as Chief of NAFTA/CAFTA-DR Arbitration in the Office of the Legal Adviser at the US Department of State, where he led the team that represents the United States in investment arbitration and provided legal counsel supporting the negotiation of US bilateral investment treaties and investment chapters of free trade agreements (including TPP and US-China BIT negotiations).

Mao Shaowei is Associate Dean for J.M. Academic Affairs and Assistant Professor of Law at Peking University School of Transnational Law. He received his LL.B. and Ph.D. in Law from Peking University (Beijing), where he won numerous awards and scholarships, including the 2014 Prize for Excellent Doctoral Dissertation. He also earned a B.A. in Economics from the prestigious National School of Development (NSD) of Peking University. While in law school, Mao Shaowei served as Editor of Peking University Law Review and as Director of the Legal Aid Association of Peking University (2008 to 2010). Professor Mao’s research interests lie primarily in the areas of Chinese civil law, corporate law, and economic analysis of law.

Keru Chen is Associate Dean for Admissions and Administration at Peking University School of Transnational Law. She is responsible for managing the administrative team and overseeing admissions, HR, faculty support and financial issues at STL. She holds an LL.M. degree from the University of Hong Kong and a LL.B. degree from Beijing Foreign Studies University. Before joining STL, she serves as the Deputy Director of Development Office of Peking University Shenzhen Graduate School, in charge of construction, alumni, donation management and government relations.

Assistant Dean for Student Affairs, Development, and Careers Services
Charly Zhang is Assistant Dean for Career and Student Service at the Peking University School of Transnational Law. He is responsible for supervising and directing student services, career services and alumni services. He joined the law school in April 2009, served as the Director of Academic Affairs, Director of Student Services, and Chief of Staff. Since August 2014, he's been serving as Director of Career Development Center, and supervising alumni affairs. Prior to joining Peking University School of Transnational Law, Charly was an attorney at law in Guangdong Shentiancheng Law Firm, working on IPO and M&A. Charly received his Juris Master degree from Peking University School of law and his undergraduate degree in management from Zhengzhou Institute of Aeronautical Industrial Management in Zhengzhou. Currently, he is a member of the 6th CPPCC of Nanshan District, an invited prosecutor at the Shenzhen People's Procuratorate, and a member of the 7th Shenzhen CPPCC Legislative Consultation Advisory Committee. He also served as an executive member of the 7th Council of the Shenzhen Law Society.

Kim Zhong is Assistant Dean of Admissions and Communications at Peking University School of Transnational Law. She is responsible for managing admission efforts for STL’s Common Law J.D. and China Law J.M. degree program, including developing and implementing online and in person recruiting programs and events to achieve the enrollment goal, as well as developing STL’s communications plan and marketing strategy. She works closely with Peking University and PKU Shenzhen Graduate School. She holds a Bachelor’s degree in international communication and journalism from Beijing Foreign Studies University, and a Master’s degree in economics from Peking University.

Leo Liu is Director of Academic Affairs at Peking University School of Transnational Law. He oversees all curricular matters, including academic planning, faculty teaching assignments, student academic support, and the development of experiential learning programs, such as externships and clinical education. Additionally, he is responsible for the development and maintenance of academic policies. He was the Director of Legal Analysis, Writing and Research from 2020 to 2024, and has taught this course at STL since 2017. Leo Liu has a J.D. from University of California College of the Law, San Francisco (formerly Hastings), and a B.A. in English from Fudan University.

Director of Graduate and International Programs
Cole Agar is the Director of Graduate and International Programs. He graduated first in his class from the American University in Cairo and earned his J.D. with honors from the University of Wisconsin Law School, where he competed on and coached teams in the Vis International Commercial Arbitration Moot. He has also served as a FLAS Fellow, worked with the Innocence Project, and worked as a legal services attorney. Before joining STL he practiced international dispute resolution and commercial law at one of Egypt’s top law firms and taught as an adjunct professor of law at the American University in Cairo.

Kara Phillips is the Consulting Law Library Director at the Peking University School of Transnational Law and the Law Library Director at Seattle University School of Law. She worked as a librarian for the Washington State Attorney General's Office, Washington State Department of Retirement Systems, University of Washington Gallagher Law Library East Asian Law Department, and Lane Powell law firm. Ms. Phillips was a visiting scholar at the Shanghai Jiaotong University School of Law in spring 2007. She holds a B.A. in International Studies (magna cum laude), M.A.I.S. (China Studies), M.L.S., and J.D. (with honors) from the University of Washington.
