Assistant Dean for Student Affairs, Development, and Careers Services
Charly Zhang is Assistant Dean for Career and Student Service at the Peking University School of Transnational Law. He is responsible for supervising and directing student services, career services and alumni services. He joined the law school in April 2009, served as the Director of Academic Affairs, Director of Student Services, and Chief of Staff. Since August 2014, he's been serving as Director of Career Development Center, and supervising alumni affairs. Prior to joining Peking University School of Transnational Law, Charly was an attorney at law in Guangdong Shentiancheng Law Firm, working on IPO and M&A. Charly received his Juris Master degree from Peking University School of law and his undergraduate degree in management from Zhengzhou Institute of Aeronautical Industrial Management in Zhengzhou. Currently, he is a member of the 6th CPPCC of Nanshan District, an invited prosecutor at the Shenzhen People's Procuratorate, and a member of the 7th Shenzhen CPPCC Legislative Consultation Advisory Committee. He also served as an executive member of the 7th Council of the Shenzhen Law Society.

Senior Officer of Student Affairs
Kelu Zeng is the Officer of Student Affairs. She obtained a Bachelor’s degree in English from Central South University and a degree of Master of Art from the University of Hong Kong. She is responsible for daily student support and relevant student affairs.

Senior Officer of Student Affairs
Jeff Xu is the Assistant Director of Student Affairs. He also serves as Deputy Secretary of the Youth League Committee at PKU Shenzhen Graduate School, Assistant Researcher (Philosophy), a member of the Professional Committee for Youth Mental Health Promotion at the Guangdong Psychological Association (GDPA), and member of the Shenzhen Artificial Intelligence Society (SAAI). He holds a Master of Technology Management from the National University of Singapore (NUS) and an MPhil in Philosophy from the PLA University of Science and Technology. He also earned a Bachelor of Science and a dual Bachelor of Arts from Beijing Normal University (BNU). Before joining STL in 2020, he served as Operations Assistant at the Chinese Academy of Sciences (CAS) and later as Head of Student Affairs at the Logistical and Engineering University. He has over 15 years of experience in student education and management services at academic and research institutions. He is also certified as a Social Mental Health Practitioner by Shenzhen authorities and as an Emergency Rescue Instructor by the Shenzhen Red Cross. At STL, he oversees the management and organization of student activities and school events, supervises student organizations, and provides comprehensive student services. He obtained his Master's in Management of Technology from the National University of Singapore (NUS) and MPhil’s in Philosophy from PLA University of Science and Technology. He also earned a Bachelor's degree in Urban and Rural Planning & Resource Management from Beijing Normal University (BNU) (with a double degree in English). Before joining STL in 2020, he was an Operation Assistant at the Chinese Academy of Sciences (CAS) and a Head of Student Affairs at the Logistical and Engineering University for nearly 10 years. He has 14 years of experience in student education and management services at academic & research institutions. He is certified as a "Social Psychological Health Practitioner" in Shenzhen and an "Emergency Rescue Instructor" by the Shenzhen Red Cross. In STL, he is responsible for managing and organizing student activities & school events, student organizations, and providing student services.
