Philip McConnaughay is Dean Emeritus and Professor of Law and a former vice-chancellor of Peking University Shenzhen Graduate School. Before joining STL, where he served as Dean between 2013 and 2023, he was Founding Dean of Penn State University’s law school and School of International Affairs. Prior to joining Penn State, he was a professor of law at the University of Illinois, Urbana-Champaign, where he also was appointed as a resident associate in the University’s acclaimed Center for Advanced Study. Before joining academia, Professor McConnaughay was a partner of the international law firm, Morrison & Foerster, where he was involved in some of the major antitrust and intellectual property disputes of the day, including representing Fujitsu Ltd. in the worldwide IBM/Fujitsu Arbitration. More recently, he served as an arbitrator in the multi-year investor-State arbitration, Akgun Insaat Makina Sanayi Dis Ticaret Ltd., Sti v Democratic Republic of Ethiopia, at the Permanent Court of Arbitration in The Hague, The Netherlands. He is the author of numerous scholarly articles and edited books concerning international commercial dispute resolution, the regulation of international commerce, and the role of arbitration in economic development. He has been active throughout his career in a variety of public interest and pro bono matters, including representing deaf-blind children from throughout California in a major civil rights class action to secure their right to an appropriate education, representing recent immigrants to the United States in proceedings to obtain political asylum, and advising the Government of Indonesia with respect to the drafting of a new arbitration law.
