International Intellectual Property Academy Officially Established, Constructed by Peking University School of Transnational Law


On November 15, 2025, the opening ceremony and main forum of the 2025 X-Lake Forum, themed “AI for Science,” were held at the International Conference Center in Shenzhen University Town. As a key event of the forum, the International Intellectual Property Academy, jointly established by the China National Intellectual Property Administration (CNIPA) and Peking University, was officially launched.

The establishment of the Academy was witnessed by Zhang Jin, Academician of the Chinese Academy of Sciences, Standing Committee Member of Peking University’s Party Committee, Executive Vice President of Peking University, and Chancellor of Peking University Shenzhen Graduate School; Zhao Yong, Deputy Director-General of the Human Resources Department of CNIPA; Zheng Xiuyu, Party Secretary and Director of the Shenzhen Municipal Education Bureau; Cai Yingquan, Party Secretary and Director of the Shenzhen Administration for Market Regulation (Shenzhen Intellectual Property Administration); and Huang Xiangyue, Party Secretary of the Nanshan District Committee.

The International Intellectual Property Academy will be constructed by Peking University School of Transnational Law (STL). It will give full play to Peking University’s strong foundation in legal education and research and Shenzhen’s unique geographical and innovation advantages. Through north–south collaboration, the Academy aims to achieve complementary strengths and build a high-end, internationally influential platform integrating education, scientific research, think tank development, and international cooperation.

Located in the Guangdong–Hong Kong–Macao Greater Bay Area, the Academy is dedicated to serving China’s national strategy of building an intellectual property powerhouse and supporting the development of a high-level intellectual property talent hub in the Greater Bay Area. Looking ahead, the Academy will respond to emerging technologies and the evolving needs of international intellectual property governance by promoting interdisciplinary and cross-sector talent cultivation and innovative research, and by advancing the deep integration of intellectual property rules with technological and industrial development.
